Firstly, only one thing matters about breasts, and that's that they're healthy!
Secondly, you're still young and the chances are that your figure is still developing.
Thirdly: small breasts are pretty and many men love them, so don't stress.
Fourthly: you can always buy some padded bras to give you a fuller shape - women always do this so you will be in good company!
Dont you panic. I wasn't very well endowed up there either until I had my daughter when I was 26 - then they got a bit bigger. And now I'm 50 I have to say I have a fine pair! You have plenty of growing to do yet - your body shape will change as you mature. You're young, fit and healthy (I hope) so just enjoy your life and stop worrying.
Then you will be able to wear strappless gowns and look great! Honey, as long as they are healthy that is all that matters.
